David represents and advises clients in both the public and the private sector in complex transactions. He focuses on financing, contractual issues, and facilitation of public/private partnerships. His expertise is the culmination of notable litigation resolution and high-stakes negotiation.

David's unique perspective on law and business comes from decades of successful experience representing developers, project owners, public entities, financial institutions, and consultants in transportation and infrastructure transactions.

David served as chief legal officer for the Port of Oakland for more than 15 years. David provided expert advice to the Board, its officers, and employees regarding a wide range of legal matters. He advised the Port regarding all contracts, litigation, administrative proceedings, and environmental matters that impacted the nation's 5th largest seaport and one of the busiest airports in the U.S.

David's specialized expertise is in the design of creative solutions to resolve crises and high-profile disputes, particularly in the areas of finance and insurance. His focus is on providing thoughtful and effective solutions to business and legal issues that enable his clients to achieve their strategic goals and to flourish in their industry.

Representative Work

Resolved 30-year litigation between Port and Alameda in only 15 months, enabling terminal expansion which generated $15M in annual revenue.

Obtained complete defense verdict against multi-national terminal operator in "bet-the-Port" litigation with $150M+ damage exposure.

Led team which transferred Oakland Naval Base to the Port in only one year, doubling the Port's size and generating $68M in annual revenue.

Broke stalemate in 48 hours between Chinese government crane manufacturer and local labor avoiding $150K per day delay costs.

Defended Jack London Square EIR, enabling $200M development to proceed.

Drafted and negotiated a widely-imitated labor stabilization agreement which streamlined construction and prevented work stoppage which saved $1M+ per year.
