David L. Alexander

David represents public and private entities in the areas of finance, transportation and government affairs.

Prior joining the firm, David served as chief legal officer to the Port of Oakland for more than 15 years. The Port of Oakland is the nation's 5th largest seaport and one the busiest airports in the U.S. David's responsibilities included providing all advice to the Board, its officers and employees relating to the wide range of legal affairs that arise in the conduct of the Port's business. This included all contracts, litigation, administrative proceedings, environmental matters and all other matters affecting the interests of the Port.

David's particular expertise is in the design of creative solutions to resolve crises and high-profile disputes, especially in the areas of finance and insurance.

Representative Work

Resolved 30-year litigation between Port and Alameda in only 15 months, enabling terminal expansion which generated $15M in annual revenue.

Obtained complete defense verdict against multi-national terminal operator in "bet-the-Port" litigation with $150M+ damage exposure.

Led team which transferred Oakland Naval Base to the Port in only one year, doubling the Port's size and generating $68M in annual revenue.

Broke stalemate in 48 hours between Chinese government crane manufacturer and local labor avoiding $150K per day delay costs.

Defended Jack London Square EIR, enabling $200M development to proceed.

Drafted and negotiated a widely-imitated labor stabilization agreement which streamlined construction and prevented work stoppage which saved $1M+ per year.
