Frank assists the firm's public agency clients with a wide range of administrative matters. He has considerable experience in land use and complex real estate transactions for public agencies. His work includes facility transfers, concessional/shared development transactions, natural resources/environmental law, endangered species, solid waste management, public utilities issues and waste regulation concerns. In addition, he has substantial experience in litigation evaluation and settlement proceedings. He is also highly experienced in developing strategies to handle extremely controversial matters that involve leading-edge legal issues.

Frank has served as an arbitrator for the Superior Court of California on a wide variety of matters, including corporate law, real property disputes, and medical malpractice.

Frank also is a frequent presenter on professional ethics, conflicts issues, risk management and grand jury matters from a public agency perspective.

Frank has developed an area of practice which helps clients manage, evaluate, address and resolve difficult, lingering or pending matters.  As part of this area of practice, Frank provides mediation, settlement conferences, risk management analyses and mini-trials within a fixed, pre-negotiated budget.  Frank also provides hearing officer services.

In addition, Frank works with clients to help develop business plans and strategic planning to help in addressing and prioritizing matters so as to seek to maximize or optimize use of resources.
