Bob has practiced as a tax and employee benefits attorney for more than 25 years. Before joining Hanson Bridgett, he was a partner in national law firms and a managing consultant for an international human resources, compensation and benefits consulting firm. As Legislation Counsel to the Joint Committee on Taxation, U.S. Congress, Bob was one of the key congressional staff members who wrote ERISA. He is a registered lobbyist with the United States Congress and has also worked with the IRS, Department of Labor and PBGC on numerous issues.

Bob has extensive experience working with private and public-sector employers, as well as public-sector retirement systems, on tax and benefits planning and strategy. He has a proven track record in dispute resolution with the Internal Revenue Service and Department of Labor.

Bob has special experience with public-sector issues. He has advised public retirement systems comprising more than $200 billion in assets and 1 million members and retirees collectively. He also advises one of the country’s largest private sector retirement plans. He has substantial experience with health care providers, health plans and the financing of health benefits. He has led teams to victories in a number of major class action lawsuits involving health care, fiduciary responsibility, and funding of retiree benefits.

He is a nationally recognized author and speaker on tax and benefits issues for the American Law Institute, American Bar Association, California State Association of Counties, League of California Cities, CALAPRS, SACRS and other organizations.
