Bob Blum has practiced as a tax and employee benefits attorney for over 25 years. Before joining Hanson Bridgett he was a partner in two national law firms and a managing consultant for an international human resources, compensation and benefits consulting firm. Bob was one of the key Congressional staff who wrote ERISA (Legislation Counsel to the Joint Committee on Taxation, U.S. Congress). He is a registered lobbyist with the Congress, and has also worked with the IRS, Labor Department and PBGC on numerous issues.
He has extensive experience working with private and public sector employers and public sector retirement systems on tax and benefits planning and strategy, including complex mergers and acquisitions and organizational structure.
Bob has special experience with public sector issues, and has advised public retirement systems that, together, have more than 1 million members and retirees and over $200 billion in assets. He has substantial experience with health care providers (physicians and hospitals) and health plans, and in the financing of health benefits. He also has led winning teams in major litigation.
He is a widely recognized author and speaker through the country on tax and employee benefits issues for the American Law Institute—American Bar Association, Government Finance Officers Association, CALAPRS, SACRS and other organizations.
