Madeline Chun represents local, regional and state public agencies as general and special counsel. Her particular areas of expertise include public contracts and procurements, public transit, public works and construction, real property, civil rights, and government ethics.

Ms. Chun has been closely involved with the planning and development of major public undertakings in the Bay Area, most notably all phases of the engineering design and construction project to seismically retrofit the Golden Gate Bridge, the acquisition of approximately 150 miles of railroad right of way from Marin to Mendocino for preservation as a future transit corridor, and the transfer from private to public ownership of the rail corridor between San Francisco to San Jose. She has advised on joint powers authority government structures, transit oriented development projects, and agreements for freight and passenger rail operations.

To promote consistent best practices, Ms. Chun has developed comprehensive procurement manuals and standards covering a wide range of public contracts. She has advised on complex information technology procurements, including the implementation of "smart card" technologies for the Bay Area bridges, and for interoperable regional transit fare collection. She has overseen the procurement of new bus and ferry acquisitions, integrated financial and asset management information technology systems, and the use of formal competitive negotiation procedures to engage transit operating services. She is well versed in the statutory and regulatory framework under which public transportation agencies operate, including federal grant conditions, Section 504 and ADA accessibility requirements and Disadvantaged Business Enterprise regulations.

Upon graduating law school, Madeline served as a trial attorney appointed under the Attorney General's Honors Program at the U.S. Department of Justice, Civil Rights Division. She has served on the boards of directors for the Asian American Bar Association and Equal Rights Advocates and the judicial nominations committee for Senator Dianne Feinstein. She currently serves on the Board of Directors for the Legal Aid Society-Employment Law Center of San Francisco.
