Hanson Bridgett partner to head 9-county organization through 1998--Cassman named president of Bay Area City Attorneys Association
Joan L. Cassman, a partner with Hanson, Bridgett, Marcus, Vlahos & Rudy, LLP, was named president of the Bay Area City Attorneys Association (BACA), a network of city attorneys from the 9-county Bay Area.
Comprised of hundreds of city attorneys and representative counsel from private law firms, numerous cities participate in monthly meetings held in host municipalities from Salinas to Yountville to Fairfax. The organization hosts California Bar Association accredited Mandatory Continuing Legal Education seminars and serves as a means for city attorneys to exchange ideas.
"Cities are facing a wide range of challenges with the need to provide new and expanded services with relatively less resources," Cassman said. "BACA provides us with a forum in which to network, bounce ideas off one another, and basically share our combined experiences to address these challenges."
Ms. Cassman's experience with local government including cities is extensive as she serves as the City Attorney for the City of Millbrae and has provided special counsel services to the Cities of San Carlos, San Bruno and others. She is the General Counsel to the Westborough Water District and Belmont County Water District in San Mateo County and the Purissima Hills Water District in Santa Clara County. She also provides legal services to the San Mateo County Transit District, the San Mateo County Transportation Authority and the Peninsula Corridor Joint Powers Board.
In addition to the general issues facing all public agencies, Ms. Cassman has specialized in land-use regulations, municipal-financing issues and rate-setting, water rights, transportation law and redevelopment. In the area of land use, Ms. Cassman has represented both public and private entities in projects involving development and government reorganization.
