André represents private and public clients, including owners, contractors, subcontractors and suppliers, regarding all aspects of construction law. André's practice includes bidding and protest issues, as well as government contract law, including the Federal Acquisition Regulation and its supplements. His work encompasses drafting and negotiating contracts, counseling clients as issues arise during projects, and the litigation, arbitration and mediation of disputes.

Previously, André served as a Major in the United States Air Force. As a contracting officer he drafted, negotiated, reviewed and awarded complex, multi-million-dollar contracts for research and development and space hardware. 

André has been a speaker on construction law topics for the Associated General Contractors of California, Lorman Education Services, and Continuing Education of the Bar.

Representative Work

Represented one of the five largest general contractors in the United States in connection with eight-figure differing site condition, constructive change, delay and impact claims against a public owner, including a five-week arbitration hearing

Lead attorney prosecuting a multi-million-dollar general contractor claim against a construction lender, including appellate work

Lead attorney prosecuting subcontractor claims against a general contractor arising from a project to place utilities underneath the Bay Bridge by microtunneling

Lead attorney defending a private owner from multi-million-dollar general contractor, subcontractor and supplier claims in multi-party construction litigation

Lead attorney defending a public owner from multi-million dollar general contractor claims for extra work and differing site conditions arising from a pipeline project

Lead attorney prosecuting multi-million-dollar subcontractor requests for equitable adjustment on federal construction project

Prosecution of general contractor claims for differing site conditions against a public owner in connection with a tunneling/pipe installation project

Lead attorney defending a private owner from a contractor's extra work claims in connection with the construction of building additions at an explosives facility

Prosecution of general contractor claims against a public owner for extra work, delay and extended overhead arising from a complex, multi-year roadway/railroad grade separation project

Lead attorney prosecuting a general contractor $20+ million mechanic's lien claim against a telecommunications company that filed Chapter 11 bankruptcy
