The City of Santa Paula, faced with over $8 million in fines from the State Regional Water Quality Control Board as a result of noncompliance discharges into the Santa Clara River, entered into a consent judgment with the state in May 2007 in which it agreed that if a new water treatment facility was completed by September 2012, the fines could be applied toward the new facility. The City chose to move forward with Design/Build/Operate/Finance method of procurement, and the project was ultimately awarded to Santa Paula Water, LLC in May 2008. The new facility was completed in December 2009 and was in full operation as of May 2010.
