The California Environmental Quality Act has always focused on the effects of new projects on the surrounding environment. However, in the last several years, governmental agencies have also focused on how the existing features of the surrounding environment affect people inhabiting new buildings. This pattern is playing out with a proposed San Francisco ordinance that would require ventilation systems to be installed in buildings near major roadways and transit corridors, and in many buildings in the South of Market Area (SOMA) regardless of roadway proximity.
