Across her practice, Leanne advises special districts, joint powers authorities, and municipalities on a wide range of public law issues, including ethics and open government laws, public records, and contracting and procurement. She regularly collaborates with regulators to interpret evolving obligations and negotiate favorable outcomes, and works closely with clients to draft and negotiate contracts for goods, services, and other matters central to public agency operations.
Leanne counsels public agencies with an emphasis public water supply, including rates and charges, regulatory compliance, and intergovernmental projects and partnerships. She has advised on various complex, long-range projects, including biosolids management, expansion of recycled water programs, and production of purified water to supplement drinking water supply. Her experience includes advising a major regional wastewater facility on governance, regulatory and operational matters, and supporting infrastructure and policy initiatives.
