A public agency, its directors, and employees may not use the public's time, money, or resources to promote or oppose a ballot measure.  But public time, money, and resources may be used to evaluate the impacts of a ballot measure on the public agency, and to prepare and present objective, factual, and impartial informational materials about a ballot measure.
