Christina Berglund advises clients through all phases of land use entitlement and permitting processes, including administrative approvals and litigation. Her background in Geology and Urban and Regional Planning bolster her knowledge of and success in navigating land use and environmental law.

Christina's expertise extends to matters involving the California Environmental Quality Act, the National Environmental Policy Act, natural resources, endangered species, air and water quality, and other land use environmental statutes

Representative Work

Defended the City of Los Angeles in litigation challenging various development projects.

Represented the City of Newport Beach in litigation challenging the Federal Aviation Administration’s approval of the Southern California Metroplex Project.

Represented Waste Management in litigation challenging the Alameda County Waste Management Authority’s approval of an organics recycling facility.

Successfully settled litigation between City of Newport Beach and Federal Aviation Administration regarding the Southern California Metroplex.

Defended the Santa Cruz County Regional Transportation Commission’s CEQA compliance for a freight rail service contract assignment and rail repair work, upheld by the Santa Cruz County Superior Court.

Represented the City of Los Angeles in several ongoing cases defending the City’s compliance with CEQA and State Planning and Zoning Law for various infill development projects.

Outside counsel for Waste Management of California, Inc. in various landfill expansion, TS/MRF, and alternative energy projects, as well as administrative entitlement processes and litigation throughout the state.

Drafted $2 billion in design-build construction contracts for the California High-Speed Rail Program.

Advised Riverside County Transportation Committee on procurement strategy and development of contract documents for I-15 express lanes.
