Intro

Jacob’s practice focuses on public agency law. He works with cities, counties, special districts, and other public agencies on statutory, constitutional, governance, operational, and litigation matters. His advice and counsel practice includes California Voting Rights Act compliance, public procurement, and drafting and reviewing resolutions, staff reports, policies, and other governance documents. Jacob’s litigation practice includes a range of matters involving public agencies, with experience in pleadings, discovery, motion practice, injunctive proceedings, and settlement negotiations.

Jacob also maintains an active pro bono practice focused on immigration and federal habeas matters. His work has included proceedings before immigration courts, the Board of Immigration Appeals, federal district courts, and the U.S. Court of Appeals for the Ninth Circuit.

Before attending law school, Jacob spent six years teaching middle and high school social studies.
