Julian advises public agencies and private entities in municipal law, water, and real estate matters. He works closely with public agency clients on a wide-range of legal issues, including transactional law, compliance counseling, and litigation. Julian's practice areas include:

• Open government law, including the Public Records Act and the Brown Act
• Contract negotiation, drafting, and review
• Transit operations, funding, and planning
• Fair Political Practices Commission regulations / conflicts of interest
• Real property sales, acquisitions, and leasing

• Litigation matters, such as drafting complaints, answers, demurrers, and motions for his public and private clients
