On June 30, California enacted major policy reforms to boost housing constructions to address the state’s crippling affordability and homelessness crises. Yet while California is boosting housing production with one hand, with the other it’s often engaged in regulatory actions that undermine the reliability of the water resources needed to build the housing. About a dozen California cities are either currently under, or have recently been under, a water-related restriction on development, with the State Water Board’s Bay-Delta Water Quality Control Plan causing further cutbacks in water available for human use.
