Mat has more than 25 years of commercial litigation experience handling cases involving some of the nation’s largest contractors on some of the largest infrastructure projects. His experience includes all facets of public and private construction and has a particular emphasis on heavy civil , mass residential and commercial construction, public works, private works, and major infrastructure projects. Mat has also represented contractors in connection with bid protest disputes arising from competitively bid contracts as well as prosecution and defense of contractor claims. He has been involved in mediations that resolved numerous construction disputes.

Mat counsels both contractor and owner clients with respect to their bidding, contracts, change order and claims issues. He has negotiated, litigated, mediated and/or arbitrated numerous disputes concerning transportation, hospital, bridge, school, commercial and residential projects, power plant and transmission line projects, and office and manufacturing complex projects.

With respect to the transactional side of construction, Mat has negotiated and drafted construction, design, construction management, consultant and ancillary construction related contracts for infrastructure, commercial, nonprofit and residential projects. He also counsels contractor, owner and subcontractor clients regarding dispute avoidance and resolution during construction.

Mat has spoken extensively on construction law-related issues, including California special remedies for construction litigation, construction claims, and methods of construction project delivery.
