Michael C. Gasbarro

Intro

Michael represents public agencies in eminent domain, inverse condemnation, real property, and general civil litigation. His eminent domain work includes condemnation and precondemnation entry proceedings for public infrastructure and water projects. He advises water, wastewater, and groundwater agencies on rates and fees under Propositions 218 and 26 and has litigated validation actions over water and sewer rates. His experience also includes advising on the Sustainable Groundwater Management Act (SGMA), SGMA fees, and groundwater adjudications.

Before joining Hanson Bridgett, Michael served as a Deputy Attorney General in the Tort and Condemnation Section of the California Department of Justice, where he began his career through the Attorney General’s Honors Program. He represented state agencies in condemnation, inverse condemnation, federal takings, quiet title, and lease and contract disputes. He also defended state agencies and their employees in tort, dangerous condition  of public property, civil rights, and Government Claims Act matters.
