Intro
Sonya is an associate in our Health & Senior Care Section. She helps clients navigate regulatory compliance matters, licensure, and health and senior care business operations—including dissolution, expansion, merger, and acquisition—and drives litigation when necessary.
As a health care regulatory and litigation attorney for the California Department of Managed Health Care, Office of Enforcement, Sonya synthesized and applied the Knox Keene Act, CA Health and Safety Code, and CA Code of Regulations to assess health plan violations and achieve corrective action for sustainable health care quality, equity, and access. In this capacity, she delivered high-value penalty agreements against Medi-Cal and private managed care plans, including a groundbreaking settlement for plan violations of the Mental Health Parity Act, while overseeing a 60+ caseload of actively litigated matters.
Sonya is an adjunct law professor at Santa Clara University School of Law, having taught Appellate Advocacy and Critical Lawyering Skills.
